Create your New Static Home Page (Or use an existing blog post)
\nDo a Permanent redirection for your \/ to that page as shown below.
\nStep1<\/b><\/u>
\nTo create a static home page.
\n<\/b>
\nGo to Blogger Admin -> Pages -> New Page -> Blank Page<\/b><\/p>\n

\nStep 2.<\/b><\/u>
\nTo do a permanent redirection <\/b>
\nfrom your http:\/\/yoursite.blogspot.com\/<\/span> to<\/b>http:\/\/<\/b> yoursite.blogspot.com\/p\/home.html <\/span><\/b>(Or what ever actual link)
\n<\/b>
\nGo to Settings -> Search Preferences -> Custom Redirects<\/b>
\nand enter the following as shown the below picture. <\/b><\/p>\n

To\u00a0\u00a0\u00a0\u00a0 : \/p\/home.html<\/b><\/div>\n

Permanent : Check<\/span><\/b><\/p>\n

\n<\/b> Now Save the settings. Thats All.Now you will have a permanent home page<\/p>\n

3. To enable Pages Menu On the Top
\nGo to -> Pages ->\u00a0 Enable Show pages as Top Pages<\/b><\/p>\n

\n4. To Hide the old Home Page
\n\u00a0Now Go to -> Layout -> Edit (Pages) -> Uncheck the default Home As shown below.<\/b><\/p>\n
